Sandee Stallings serves as President and Chief Executive Officer of BLX and is responsible for its overall management and strategic planning. With over 36 years of public finance experience, she is responsible for BLX’s expansion and service offerings, which include arbitrage rebate and yield restriction compliance, post-issuance compliance, secondary market disclosure, program administration, structured products bidding, swap monitoring, and advisory services.
Her oversight responsibilities include all aspects of project management, client services, work quality, and the delivery of our compliance and consulting services nationwide. In this capacity, Sandee supervises the operations of BLX’s Los Angeles, Phoenix, Dallas, and New York offices.
In addition to her chief executive responsibilities, Sandee is an industry leader in monitoring compliance of tax-exempt financings for all types of municipal market participants. Her in-depth knowledge, which includes the highly complicated areas of student loan and housing bond structures, is enhanced by her close working relationship with Orrick Tax Partners. She is also a Registered Municipal Advisor serving BLX clients with agile advisory solutions tailored to the ever-changing needs of municipal market participants.
She joined BLX’s predecessor organization, the Financial Services Group of Orrick, in 1999 when it acquired the arbitrage rebate consulting group of Dain Rauscher Inc. (Dain Group). From 1994 through 1999, as Vice President and Manager, she was responsible for the oversight of the Dain Group. She also directed the daily functions of First Southwest Company’s arbitrage rebate group and was instrumental to the establishment of its practice between 1989 and 1994.
Sandee was associated with the Federal Reserve Bank of Dallas and the Federal Reserve Board in Washington, D.C. between 1986 and 1989 where she performed audits of bank holding companies and Federal Reserve branches, respectively.
