Sandee Stallings serves as President and Chief Executive Officer of BLX and is responsible for its overall management and strategic planning. With over 36 years of public finance experience, she is responsible for BLX’s expansion and service offerings, which include arbitrage rebate and yield restriction compliance, post-issuance compliance, secondary market disclosure, program administration, structured products bidding, swap monitoring, and advisory services.

Nancy Kummer is BLX’s Chief Operating Officer and a Senior Managing Director with over 26 years of public finance consulting experience. In addition to providing advisory and analytical services to state and local governments as well as nonprofit agencies, she spearheads the firm’s national operations and business development efforts as well as its sustainable finance consulting practice.

Jeff Higgins is BLX’s Chief Solutions Officer and oversees the development of financial strategies, tools, and solutions to address the evolving needs of our public sector clients. As such, he is responsible for ensuring BLX provides tailored, value-driven services to governments and other municipal market participants while staying competitive in the consulting market.

With over 32 years of public finance experience, Alan Bond serves as BLX’s Chief Brand Officer and Senior Managing Director of BLX’s New York office. In addition to overseeing BLX’s market positioning and the day-to-day activities of the BLX professionals located in New York, Alan is co-head of BLX’s post-issuance tax compliance practice area and is responsible for business development efforts related to private business use (PBU) and Schedule K services.
